Problem Nature and Extent

Aries provided our client with Phase I and Phase II Environmental Site Assessments (ESAs), which identified asbestos containing materials (ACM) in and on the buildings and soils at the site.

The presence of ACM in the former site building presented an environmental barrier to the redevelopment of the former mill property as a vacation resort hotel and condominiums.

Solution

  1. Aries conducted a pre-demolition hazardous material survey of site buildings to identify hazardous materials within the site buildings prior to demolition.

  2. We assisted our client with enrollment in the NHDES Brownfields Program and procurement of a remediation loan from the NHDES Brownfields Clean Up Revolving Loan Fund Program (BCRLF).

  3. We developed asbestos abatement and demolition specifications for the removal of the existing site buildings.

  4. Aries completed a NHDES-approved Remedial Action Plan (RAP), which enabled redevelopment of the property as a full-service hotel and condominium resort, the first phase of which was completed in 2016.

  5. On December 17, 2017, the American Society of Civil Engineers (ASCE) announced the redevelopment of the Former Franconia Paper Mill as the recipient of the 2017 Outstanding Civil Engineering Achievement (OCEA) Award.
